No. November 2, 2026 did not move, and UAD 3.6 took effect that day. But on September 30, Fannie Mae and Freddie Mac gave a temporary exception to the lenders that asked for one, and those lenders can keep submitting the old format, UAD 2.6, until May 19, 2027. So the calendar no longer picks your format. Your client does. In Field Report No. 01, Josh Stalk, Licensed Residential Appraiser (NV), walks through how to know which report to build on every order.
What did the GSEs announce?
On September 30, 2026, Fannie Mae and Freddie Mac announced a temporary policy exception, and Fannie Mae published it as Lender Letter LL-2026-08.
- The mandate stands. UAD 3.6 is required for new reports submitted to UCDP on and after November 2, 2026.
- Exception lenders get a runway. Lenders that requested the exception and received it may keep submitting UAD 2.6 until May 19, 2027.
- Every other lender needs the new report from November 2.
FHA is on its own track. FHA INFO 2026-23 (October 1, 2026) opened an optional period: lenders may deliver UAD 3.6 on FHA loans, UAD 2.6 is still accepted, every appraisal on an FHA case uses the format of that case's first submission, and FHA has not set a mandatory date. For VA and USDA loans, ask your lender.
Which date counts?
Not your inspection, and not the day you deliver. The GSEs' UAD 3.6 FAQs say the November 2 mandate is based on the initial UCDP Submission Date of each report, "not the Loan Application or Effective Date." That is the day the lender submits your report to UCDP.
What should I ask on every order?
Josh's own week shows why: one big lender told him they're all in on the new report, and another said they're still on the old one for now. So, three questions, before you build anything:
- Does this lender have the exception? If they don't, it's the new report. If they do, ask which one they want on this order.
- Is this a revision, an update or a completion report on a file the lender already submitted? Then it keeps the format it started in. UCDP does not accept UAD 2.6 and UAD 3.6 under the same Document File ID, and an update or completion report has to match the format of the original submission.
- Write the answer on the order. Every time.
What happens to a revision after November 2?
This is the one that will catch people. Say you deliver an old-format report on October 27, and on November 9 the lender asks for a revision. Old format or new?
It depends on one thing: did the lender submit it to UCDP before November 2?
- If they did, the revision stays in the old format, on the same file. Under the exception timeline, UAD 2.6 resubmissions are accepted through June 27, 2027.
- If they never submitted it, it's a brand new submission after the mandate. New report, unless that lender has the exception.
So when a revision comes in after November 2, ask one more question: was this already submitted?
Where does the choice happen in my software?
At the start. On his screen, Josh starts a new report in TOTAL and picks between the dynamic UAD 3.6 report and the static form. Choose dynamic, and the new report opens. Choose the static form, and the familiar form opens, the one that will eventually be retired. One question at the start decides the whole report. Get it wrong, and you start over.
What are the dates to circle?
The exception is a runway, not a reprieve.
| Date | What happens |
|---|---|
| Mar 1, 2027 | A UAD 2.6 report gets a Collateral Underwriter risk score of 999 and a Loan Collateral Advisor score of 99, and the loan is not eligible for collateral rep and warrant relief for value. |
| May 19, 2027 | The last day to submit a new UAD 2.6 report under the exception. |
| Jun 28, 2027 | UAD 2.6 is retired. |
Josh's read: lenders don't sit on 999s, so the lender asking you for the old format in November is going to switch, maybe in the middle of a busy week. Every date, with its source, is in the 2027 timeline.
What should I do this week?
Email every lender and AMC you work for, with two questions:
- Do you have the GSE exception for UAD 3.6?
- Which format do you want on my orders, and does it change by loan?
Write their answers down. The Field Notes have the email ready to copy, a client worksheet and every date.
Education, not an appraisal or legal advice. Your lender's own requirements apply.
Questions appraisers ask
Is UAD 3.6 delayed?
No. UAD 3.6 is still required for new reports submitted to UCDP on and after November 2, 2026. Lenders that asked Fannie Mae or Freddie Mac for a temporary exception, and got it, may keep submitting UAD 2.6 until May 19, 2027.
Does the November 2 date go by my inspection date?
No. It goes by the date the lender first submits the report to UCDP, not your inspection, the effective date or the loan application date.
Which format does a revision after November 2 use?
If the lender submitted the original report to UCDP before November 2, the revision stays in UAD 2.6 on the same file. If it was never submitted, it is a new submission after the mandate, so it is UAD 3.6 unless that lender has the exception.
