On the new URAR you report every view and every site influence that applies to the subject, each one on its own. For each view you record what it is, how much of it is seen (full, partial or seasonal), whether it is beneficial, neutral or adverse, and which view is the primary one. Site influences work the same way, with where each one sits relative to the site. The beneficial, neutral or adverse impact is reported for the subject only.
How do I report a view?
In the Site section, under View and Impact to Value / Marketability, each view gets its own entry. The numbers are the Report Field IDs, which you can look up in the GSEs' URAR Reference Guide.
| Field | What you report |
|---|---|
| View (4.039) | Picked from the GSE list, for example Mountain, Lake, Golf Course, Park, Woods, Skyline, Residential, Highway, Commercial or Traffic Wall Barriers |
| Primary (4.039) | Which one view is the primary view |
| Range of view (4.040) | Full (unobstructed), Partial (obstructed), Seasonal (may be unobstructed during certain times of year) or Other, with a description |
| Impact (4.041) | Beneficial, Neutral or Adverse, for the subject |
Range of view is not optional. Two of the GSEs' fatal compliance rules cover it: UAD1364 fires when a view has no range of view, and UAD1365 fires when the range is Other with no description.
How do I report a site influence?
Site influences follow the same pattern in the Site section, one entry per influence.
| Field | What you report |
|---|---|
| Influence (4.025) | Picked from the GSE list, for example Busy Roadway, Commercial Area, Park, Golf Course, Green Space, School, Rail Line, Airport, Body of Water or Overhead Electric Power Transmission Line |
| Proximity (4.026) | Onsite (on or coming from the subject site), Bordering (from a site that directly abuts it) or Offsite (from a site that neither is the subject nor abuts it) |
| Detail (4.027) | Some influences ask for more, such as the type of body of water or an airport hazard zone |
| Impact (4.028) | Beneficial, Neutral or Adverse, for the subject |
| Comment (4.029) | Anything the listed answers do not cover |
If the subject has water frontage with private access, more fields follow: access rights, right to build, the total linear measurement of frontage, access depth and any permanent waterfront feature such as a dock or seawall.
What goes in the sales grid?
For the comparables, the Site rows of the sales grid carry the site influence (location) and the view with its range. The impact rating stays with the subject. Whether a difference between the subject and a comparable calls for an adjustment is your judgment, and any adjustment is shown in the grid.
What mistake did the GSEs flag?
Choosing Other and typing a description instead of picking from the list. In the GSEs' lessons-learned job aid, an appraiser chose Other for the site influence and typed their own description for the subject and every comparable, which made every entry non-compliant. The listed answer Residential already matched what they typed.
Questions appraisers ask
How many views do I report?
Each view that applies to the subject, each with its own range and impact. You mark one of them as the primary view.
Do I rate impact for the comparables?
No. Beneficial, neutral or adverse is reported for the subject in the Site section. The sales grid carries each comparable's site influences and views, and any adjustment you make.
What does a seasonal view mean?
In the UAD 3.6 specification, a seasonal view is one that may be unobstructed during certain times of year. A full view is unobstructed and a partial view is obstructed. Other is allowed too, but it needs a description or the report gets a fatal finding.
What if the influence I see is not on the list?
Choose Other and describe it only when no listed answer fits. The GSEs flagged reports that used Other where Residential was already on the list.
